Klimatska politika energetski efikasne Evrope

  • Studija Svetskog Saveta za energiju (World Energy Council – WEC), objavljena 2009. godine pod naslovom „Evropska politika protiv klimatskih promena posle 2012” pruža pregled integralne klimatske i energetske politike Evropske Unije (EU) i daljeg razvoja Evropske šeme trgovine emisijama gasova sa efektom staklene bašte (EU-ETS). Politika EU za period do 2020. godine obuhvata dobro utvrđene rokove i regulativu, ali je za period iza 2020. godine prilično neizvesna. To ima ozbiljne implikacije po investicije u energetski sektor, kao i po istraživačke i razvojne aktivnosti. Pored ekoloških kriterijuma za održivost investiranja od značaja su i sigurnost snabdevanja i mogućnost da energija bude plaćena. Studija WEC analizira glavne zaključke uzvedene iz politike EU i ETS i utvrđuje šta bi trebali da budu osnovni ekonomski i ekološki održivi pokretači klimatske i energetske politike Evrope. Kao i ostali regioni i zemlje u svetu, Evropa je prvi put suočena sa dilemom proizašlom iz činjenice da su klimatske promene globalni problem. Stoga ga ona sama ne može da reši, ma koliko veliki bio njen doprinos, ukoliko ne postoji globalni održivi pokret u tom pravcu. Čak i kada je evropska politika u smislu klimatskih promena isplativa za Evropu, ona ne bi bila isplativa globalno ukoliko ne doprinosi globalnoj isplativosti. Polazeći od te (WEC) studije, ovaj rad obezbeđuje opšte osnove i statistički materijal o emisijama CO2, identifikuje pojedine važne tehnologije za smanjenje emisija i njihov tehnički i ekonomski potencijal, obrađuje sadašnji status klimatske politike EU i njen mogući budući razvoj ka klimatski prijateljskoj i energetski efikasnoj Evropi. Energetska efikasnost u industriji može da bude značajan oslonac klimatske politike EU.
