Cogeneration in European energy legislation and national models of implementation

  • The liberalisation of the European electricity markets followed by electricity prices deregulation put cogeneration sector in an unfavourable market position. On the other side, in the European legislation cogeneration has been recognized as an important technology which can significantly contribute to energy efficiency, environmental protection, and security of energy supply. The European legislation provides a framework for cogeneration promotion and do not prejudge the definitions of relevant supporting measures and mechanisms in national legislation required for the increase of the cogeneration share in power generation. In this paper Portuguese cogeneration tarrif system has been described. The tariff system is based on avoided cost model and it is very favourable for combined heat and power producers. The Croatian cogeneration legislative has been also presented. The application of two tariff models have been demonstrated on operation of industrial cogeneration plant and on operation of microcogeneration plant in residential object, by use of mCOGEN model. The results of technoeconomic analysis of both cogeneration plants together with sensitivity analysis of relevant economic parameters have been presented.
